The Federal Communication Commission (FCC) has made it mandatory for analog television receivers with screens 13 inches or larger, produced or sold in the United States to provide built-in-decoder circuitry.
The FCC further requires digital television (DTV) receivers to include closed captioning display capability. The US Congress on its part required video programming distributors that comprises of cable operators, broadcasters, satellite distributors, and other multi channel video programming distributors to include as many programs as possible with captions.

One of the main advantages of captioning is that it enables people with hearing disabilities to understand and have access to the audio of the program as text on the screen.
It also assists people for whom English is a second language to not just understand the television content but also improve their comprehension levels and fluency of the language.
Closed Captions are typically enclosed in black boxes and displayed on line 21 of the TV set. These captions are not visible on the TV screen unless a decoder is used. This gives viewers the choice of whether to view the captions or not.
Open Captions are available for visible display without the need of decoding. They can also appear as subtitles similar to those seen in foreign films and displayed with upper/lower case lettering and a drop shadow effect.
